How small brands bring clothing into the EU at 0% duty with a EUR.1
A EUR.1 is a certificate that proves goods have preferential origin. Egyptian-made clothing enters the EU at 0% duty with a valid EUR.1, as long as it meets the origin rule. For most garments that means the fabric is made in Egypt or elsewhere in the Pan-Euro-Med zone, and the garment is sewn there.

What 0% duty means for a small run
Clothing from most countries pays the normal EU duty on its customs value. With a valid EUR.1, Egyptian-made clothing pays none. Import VAT is still due. At small volumes, where every euro per piece counts, removing the duty is one of the few savings that doesn't cost you anything in quality.
The double transformation rule
For most clothing, two stages have to happen inside the Pan-Euro-Med zone: making the fabric from yarn, and cutting and sewing the garment. Egyptian denim fits this well, because the mills weave it and the factories sew it in the same country. A garment sewn in Egypt from fabric imported from Asia does not qualify.
What goes wrong
A EUR.1 is only as good as the records behind it. If EU customs later asks for proof and the fabric origin can't be shown, the importer pays the duty and can face penalties. Ask your supplier which mill made the fabric, and ask to see the records.

Does the EUR.1 remove VAT?
No. It removes customs duty. Import VAT is still due in the EU country where the goods are released.
Does Turkey also have 0% duty into the EU?
Yes, through the EU–Turkey customs union. The difference between the two is usually cost, cotton and minimum order size, not duty.

It is endorsed by Egyptian customs at export, based on the exporter's origin documents. It ships with the other export papers.
